That is not a carrot! That is a club, a big stick!
It could be Uncle Sam exhorting Roosevelt to use the family mojo for any challenge he faced, the Great Depression, walloping Hitler, hitting Hirohito, or even bombing Hiroshima, (although that would be more like speaking softly and carrying a big bang.) Without a date it is hard to determine which problem this stick should solve.
